It is concurrently put an end to the previous document--the “Provisions for Overall Design of Large-scaled Construction Projects Prepared by China Petrochemical Corporation (tentative)” (Zhongshihua [1991] Jianzi No. 194). This provision is under the management of the Engineering and Construction Department of our Corporation. Supplementary Provisions 56 Appendix A -- Table of Relations between Overall Design Institute and Unit Design Institute for Conditions in Overall Design Phase 1. General Provisions 1.0.1 This Provision is established especially to control the engineering and design scope of large-scale construction projects in petrochemical industry, determine the design criteria, design principle and specification, optimize the general layout and the design scheme for utility supplies, realize the control targets in general process flow, general layout, total staff establishment, overall schedule and total investment of the construction project, increase the investment efficiency, coordinate and unify the contents and depth of document for overall design. 1.0.2 This provision is applicable for many design institutes who will participate in newly-built large construction projects in petrochemical industry. For the construction project in which many production plants and auxiliary facilities need to be renovated and expanded or the project for which the owner requests to make an overall design, this provision shall be referred to during the implementation. 1.0.3 The overall design document shall be prepared according to the approved feasibility study report. When imported technologies are adopted in the construction project, the overall design document shall be finished within 3 months after the process production technology principle is finalized and the contract is signed. If there is any major deviations between the overall design document and the approved feasibility study report, the reasons and bases for changes shall be explained. 1.0.4 The following principles shall be adopted in the overall design: 1.Carry out the guiding ideology of low investment, high output and best actual economic result, and increase the level of localization based on the principle of being “active, stable and sound, reliable, and practical and realistic”; 2.Carry out the reform on plant design mode, and promote the integration of plants and outdoor location of plants; the location of auxiliary facilities shall be reasonable in economy, favorable for production, and easy in management;it is strongly recommended to make the utility supplies to be socialized. Promote the “clean production”, and pay attention to the environmental protection, increase the economic result and social result of the investment, ensure that the major index in the plant design are advanced and reasonable so as to make the plant design close to the level of similar international plants. 1.0.5 The depth of overall design document shall reach to the extent that the design scope is explicit and all the individual items to be constructed are taken into consideration, and the overall design document can be used as the basis of fundamental design (preliminary design) for each individual item of the project after it has been reviewed and approved. The following contents must be fulfilled in the overall design: One decision: decide the subjects of design and design division. Two balances: material balance in the whole plant; fuel and energy balance in the whole plant. Three unifies: unify the design guiding ideology; unify the technical standard; unify the design bases (such as meteorological conditions, design data for utility supplies, size for raw material and auxiliary materials etc.). Four coordinations: coordinate the contents and depth of design and regulation relating to engineering; coordinate the design scheme for environmental protection, labor safety and health, and fire fighting; coordinate the design scope for utility supplies; coordinate the living facilities. Five finalizations: finalize the general process flow diagram; finalize the general plane layout; finalize the total staff establishment; finalize the overall schedule; finalize the total investment estimation. 1.0.6 The Provision can not indicate all the major items of large-scaled construction projects in petrochemical industry, the items already indicated may not be included in each project. The design institute may make addition and reduction depending on the particular condition of the project. 1.0.7 The Provision can not be used as the basis for internal discipline work division of design organization, nor be used as the basis for making up the volumes and chapter and section in each volume of the design document. It can be determined according to the particular conditions, but the complete design has to be reach to and meet with the depth of this provision. 2. General Description 2.1 General 2.1.1 General for construction project The following main contents shall be included: 1. Project name and construction location 2. Content of project. It describes the description of production plant and construction scale in the construction project and briefly describes the complete utility supplies and auxiliary facilities. 3. The system of construction project. It describes the operation management and financial resources etc. 2.1.2 Design basis Indicate the document of relevant design basis (including the description, number and date of the document. It is better to use the important one as the appendix to the overall design): 1. The feasibility study report and its approval document. 2. The environmental impact report that has been approved. 3. Decision on major issues of overall design made by the competent department and owner (such as important minutes of meeting, approval documents). 4. Planning information of the district in which the construction project is located. 5. Intent agreement for off-plant project. 6. The relevant agreement signed with the relevant department for the project which is dependent on society and existing enterprise. 7. The import contract and minutes of meeting signed with foreign companies for each import project (plant) etc. 8. Relevant documents such as financial resources, mode of loan and agreement etc. 9. Design contract. 10. Other important documents. 2.1.3 Design principle and relevant regulations In accordance with the relevant national guidelines and policies and combined with specific conditions of the construction project, describe some major principles on design which should be adhered to in this project, and focus shall be put on the following points: 1. Principle on integration of production plant, outdoor location. 2. Principle on socialization of utility supplies. 3. Principle on selection of process technological principle, determination of engineering technology standard, extent of importing foreign technology and localization (separate description by process plant) etc. 4. Principle on automation level of production plant, utility supplies and auxiliary equipment and selection of instrument and control system, regulations on design of power supply and gas supply for instrumentation etc. 5. Principle on design of size, standard, layout and other data for utility supplies, auxiliary facilities and non-production facilities etc. 6. Principle on setting up mechanical repair, electrical repair and instrument repair. 7. Countermeasures in prevention and cure of contamination. 8. Principle on design of administration and living facilities. 9. Principle on design of safety (including fire fighting) facilities. 10. Unified regulations on design of storage and transportation. 11. Regulation on selection of engineering and design standard. 12. Principle on work division in the area for battery limit of plant design and overall design. 2.2 Site and conditions for building up a plant 2.2.1 General conditions for the site Describe the following contents and geographic location drawing and region location drawing are attached with: 1. Geographic location and regional location of plant, and general conditions of the region. 2. Local natural conditions, including engineering geology, hydrogeology, meteorological conditions and earthquake intensity etc. 3. Local traffic and transportation status. 4. Location of production zone, living quarter, and construction zone. 5. Land occupied by the whole plant and status of removal of existing village (or residential area). 6. District planning. Briefly describe the current situation and development plan of the district and city, coordination and support conditions in the district and living welfare facilities. Note: When the general description and the general layout are not shipped in the same batch, it is better to attach the general plane layout to this section. 2.2.2 Conditions for building up a plant Describe the status of fundamental facilities and development plan such as water supply, power supply, steam supply and telecommunication etc. that are available for the project, and raw materials, fuel supply, construction conditions etc. 2.3 Construction scale and product scheme 2.3.1 Construction scale Briefly describe the description, size, annual production hours, process technology route and technology source of production plant, utility supplies and auxiliary facilities (respectively list the country and company name of patent holder and engineering contractor, including the scope of introduced technology and degree of localization). The summary of process technological principle and technology source (table 2.3.1) shall be attached in the description of construction scale. The main raw materials, fuel and auxiliary materials consumption table (table 2.5.1) is attached herewith. The projects which are dependent on the society or enterprise, but need to be reconstructed and expanded should also be included. The table for subjects in the whole plant and design division (table 2.6.1) is attached herewith. Other modifications. 2.10 Main technical and economical indexes 2.10.1 Indicate the summary of main technical and economical indexes (table 2.10.1).
