1、北京市民講外語(yǔ)活動(dòng)規(guī)劃 (2003年－2008年) 引言 2000年初，為北京申辦2008年奧運(yùn)會(huì)創(chuàng)造良好的語(yǔ)言環(huán)境和國(guó)際交往氛圍，由市政府組織，按照“普及性、實(shí)用性、群眾性、趣味性”相結(jié)合的原則，在全市廣泛開(kāi)展了市民講外語(yǔ)的一系列活動(dòng)，極大地調(diào)動(dòng)起廣大市民學(xué)外語(yǔ)、講外語(yǔ)的熱情，在國(guó)內(nèi)外產(chǎn)生了很大的影響，為成功申辦2008年奧運(yùn)會(huì)和舉辦第21屆世界大學(xué)生運(yùn)動(dòng)會(huì)發(fā)揮了積極的作用。隨著我國(guó)加入世界貿(mào)易組織和北京申奧的成功，市民講外語(yǔ)活動(dòng)進(jìn)一步得到市委、市政府的高度重視，2002年正式成立了北京市民講外語(yǔ)活動(dòng)組委會(huì)，并將其列為市委、市政府今后的一項(xiàng)重要工作。通過(guò)幾年來(lái)的努力，地鐵雙語(yǔ)導(dǎo)向

2、標(biāo)志已經(jīng)完成，故宮、頤和園等旅游景點(diǎn)的雙語(yǔ)標(biāo)識(shí)規(guī)范工作已取得初步成效，北京常住人口中外語(yǔ)人口總數(shù)達(dá)到312萬(wàn)。 目前，我國(guó)進(jìn)入全面建設(shè)小康社會(huì)、加快推進(jìn)社會(huì)主義現(xiàn)代化建設(shè)的新階段。北京作為首都，要走在全國(guó)的前列，在全面建設(shè)小康社會(huì)的基礎(chǔ)上，率先在全國(guó)基本實(shí)現(xiàn)現(xiàn)代化，實(shí)現(xiàn)“新北京、新奧運(yùn)”的戰(zhàn)略構(gòu)想，對(duì)外開(kāi)放的步伐進(jìn)一步加大，國(guó)際交往的城市功能更加突出，優(yōu)化發(fā)展環(huán)境的要求更為迫切，這對(duì)北京人文環(huán)境建設(shè)提出了更高的要求。在這種背景下，開(kāi)展市民講外語(yǔ)活動(dòng)是建設(shè)現(xiàn)代化國(guó)際大都市各方面工作的集中體現(xiàn)，對(duì)于提高市民整體外語(yǔ)水平、文化素質(zhì)和城市文明程度，提升北京的國(guó)際形象，優(yōu)化北京發(fā)展環(huán)境，具有十分重要的

3、意義，已經(jīng)成為事關(guān)北京發(fā)展全局的一項(xiàng)重要工作。為此，特制定《北京市民講外語(yǔ)活動(dòng)規(guī)劃》，作為指導(dǎo)今后五年開(kāi)展市民講外語(yǔ)活動(dòng)的重要依據(jù)。 一、指導(dǎo)思想、總體目標(biāo)和工作階段 （一）指導(dǎo)思想 今后五年，北京市民講外語(yǔ)活動(dòng)的指導(dǎo)思想是：全面貫徹落實(shí)“三個(gè)代表”重要思想，實(shí)施“科教興國(guó)”戰(zhàn)略，以提高城市國(guó)際交往功能為主線，以營(yíng)造良好的語(yǔ)言環(huán)境為重點(diǎn)，以學(xué)校教育為基礎(chǔ)，以窗口行業(yè)為突破口，以全民外語(yǔ)水平的提高為目標(biāo)，統(tǒng)籌規(guī)劃，重點(diǎn)突出，專(zhuān)群結(jié)合，整合資源，分步實(shí)施，為實(shí)現(xiàn)“新北京、新奧運(yùn)”的戰(zhàn)略構(gòu)想，把2008年奧運(yùn)會(huì)辦成一屆有特色、高水平的奧運(yùn)會(huì)，把北京建成現(xiàn)代化國(guó)際大都市奠定堅(jiān)實(shí)的基礎(chǔ)。 （

4、二）總體目標(biāo) 按照首都“新三步走”戰(zhàn)略的部署，考慮北京的功能定位，實(shí)現(xiàn)人文奧運(yùn)的理念，2003-2008年的工作目標(biāo)確定為：全市外語(yǔ)人口達(dá)到500萬(wàn),占常住人口總數(shù)的35％；公共場(chǎng)所雙語(yǔ)路牌標(biāo)識(shí)規(guī)范普及化；重點(diǎn)地區(qū)窗口行業(yè)基本實(shí)現(xiàn)外語(yǔ)服務(wù)無(wú)障礙化；外語(yǔ)服務(wù)設(shè)施系統(tǒng)化；外語(yǔ)服務(wù)志愿者隊(duì)伍制度化；為2008年奧運(yùn)會(huì)的成功舉辦創(chuàng)造良好的語(yǔ)言條件，兌現(xiàn)對(duì)世界的承諾，使城市國(guó)際交往功能明顯提高。到2020年，市民整體外語(yǔ)水平和綜合素質(zhì)有本質(zhì)上的提升，形成適宜外國(guó)人在京工作、學(xué)習(xí)和生活的一流人文環(huán)境，城市國(guó)際交往功能顯著增強(qiáng)，為北京現(xiàn)代化國(guó)際大都市基本框架的形成提供可靠保障。 （三）工作階段 為

5、實(shí)現(xiàn)上述目標(biāo)，將實(shí)施以下三個(gè)步驟： 第一步：2003年，重點(diǎn)是加強(qiáng)市民講外語(yǔ)活動(dòng)的組織建設(shè)和制度建設(shè)，形成成熟的工作模式；市民學(xué)外語(yǔ)更為普及；繼續(xù)擴(kuò)大雙語(yǔ)教學(xué)試點(diǎn)和多語(yǔ)種教學(xué)試點(diǎn)；逐步規(guī)范政府部門(mén)和服務(wù)行業(yè)用語(yǔ)；逐步規(guī)范重點(diǎn)文化場(chǎng)所、重點(diǎn)街區(qū)、A級(jí)重點(diǎn)旅游區(qū)（點(diǎn)）的雙語(yǔ)標(biāo)識(shí)，在主要街區(qū)設(shè)立為國(guó)內(nèi)外游客服務(wù)的信息咨詢(xún)中心；初步組建外語(yǔ)服務(wù)志愿者隊(duì)伍。 第二步：到2006年，重點(diǎn)是使市民學(xué)外語(yǔ)活動(dòng)更為深入，提高市民外語(yǔ)應(yīng)用能力；在有條件學(xué)校推行雙語(yǔ)教學(xué)；窗口行業(yè)和服務(wù)行業(yè)基本實(shí)現(xiàn)能夠提供外語(yǔ)服務(wù)；基本實(shí)現(xiàn)全市范圍內(nèi)服務(wù)場(chǎng)所、文化場(chǎng)所、主要街區(qū)和旅游景點(diǎn)的雙語(yǔ)標(biāo)識(shí)規(guī)范；建設(shè)具備一定覆蓋面的信息咨

6、詢(xún)中心；擴(kuò)充、鍛煉市民講外語(yǔ)志愿者隊(duì)伍，基本解決外國(guó)人在京交流困難。 第三步：到2008年，全面推行市民外語(yǔ)水平測(cè)試，實(shí)現(xiàn)市民學(xué)外語(yǔ)活動(dòng)規(guī)范化；實(shí)現(xiàn)在全市范圍內(nèi)服務(wù)場(chǎng)所、文化場(chǎng)所、主要街區(qū)和旅游景點(diǎn)的雙語(yǔ)標(biāo)識(shí)的規(guī)范；全面推廣建設(shè)信息咨詢(xún)中心，實(shí)現(xiàn)市屬外語(yǔ)電視臺(tái)、電臺(tái)、報(bào)紙的開(kāi)播和發(fā)行；加強(qiáng)市民講外語(yǔ)志愿者隊(duì)伍的鍛煉，全力保證2008年奧運(yùn)會(huì)的成功舉辦。 二、學(xué)校教育和社會(huì)教育并重，提高外語(yǔ)人口數(shù)量和質(zhì)量 學(xué)校教育是基礎(chǔ)，提高外語(yǔ)師資力量。社會(huì)教育為補(bǔ)充，開(kāi)展多種形式的外語(yǔ)培訓(xùn)和教育，提高市民外語(yǔ)綜合水平。 （一）抓好學(xué)校外語(yǔ)教學(xué) 1、改革學(xué)校外語(yǔ)教學(xué)方法。充分借鑒國(guó)際成功經(jīng)驗(yàn)，

7、探討改革外語(yǔ)教學(xué)方法和考試制度，采用先進(jìn)教學(xué)手段，積極進(jìn)行雙語(yǔ)教學(xué)及多語(yǔ)種教學(xué)改革實(shí)驗(yàn)，逐步實(shí)現(xiàn)幼兒園開(kāi)設(shè)外語(yǔ)課，鼓勵(lì)中小學(xué)開(kāi)展外語(yǔ)教學(xué)實(shí)驗(yàn)，有計(jì)劃地推行從幼兒到大學(xué)階段的系統(tǒng)外語(yǔ)教學(xué)，著力提高外語(yǔ)應(yīng)用能力，構(gòu)建與國(guó)際大都市相匹配的外語(yǔ)教學(xué)體系。 2、建設(shè)一支高水平的外語(yǔ)師資隊(duì)伍。制定外語(yǔ)師資隊(duì)伍建設(shè)計(jì)劃，培養(yǎng)和引進(jìn)相結(jié)合，加強(qiáng)師資尤其是中小學(xué)外語(yǔ)教師的培訓(xùn)力度，更新教學(xué)理念，提高外語(yǔ)教學(xué)能力。創(chuàng)造有力條件，吸引高質(zhì)量的外籍教師參與外語(yǔ)教學(xué)工作。 3、豐富外語(yǔ)教學(xué)內(nèi)容。在外語(yǔ)教學(xué)中增加中華傳統(tǒng)文化、外國(guó)風(fēng)土人情等方面內(nèi)容，加強(qiáng)對(duì)學(xué)生進(jìn)行國(guó)情和國(guó)俗教育，培養(yǎng)學(xué)生開(kāi)放的文化意識(shí)和國(guó)際觀念，提高

8、學(xué)生的綜合素質(zhì)。 （二）抓好社會(huì)外語(yǔ)教育 1、開(kāi)展形式多樣的社會(huì)外語(yǔ)培訓(xùn)。積極發(fā)揮北京的外語(yǔ)教育得天獨(dú)厚優(yōu)勢(shì)，整合社會(huì)資源，利用大專(zhuān)院校、社會(huì)培訓(xùn)機(jī)構(gòu)與專(zhuān)業(yè)的翻譯公司，積極與海外培訓(xùn)機(jī)構(gòu)合作，有計(jì)劃地培養(yǎng)高級(jí)外語(yǔ)人才。市民外語(yǔ)的培訓(xùn)形式可因地制宜多樣化，鼓勵(lì)發(fā)揮企業(yè)、社會(huì)和教育智力等資源優(yōu)勢(shì)，開(kāi)展“政府推動(dòng)、企業(yè)參與、群眾受益”的大型群眾性活動(dòng)。 2、培養(yǎng)高素質(zhì)復(fù)合型人才。開(kāi)拓出國(guó)留學(xué)、專(zhuān)業(yè)進(jìn)修、出國(guó)（境）高級(jí)外語(yǔ)培訓(xùn)等高層次外語(yǔ)培訓(xùn)和研修渠道，重點(diǎn)培養(yǎng)能夠直接與外國(guó)專(zhuān)家和專(zhuān)業(yè)機(jī)構(gòu)交流的政府官員和企業(yè)領(lǐng)導(dǎo)人。 3、提高普通市民的日常外語(yǔ)交流能力。普通市民(大批初低級(jí)外語(yǔ)人口)的外語(yǔ)培訓(xùn)

9、重在加強(qiáng)日?？谡Z(yǔ)交流能力的培養(yǎng)。 4、加強(qiáng)小語(yǔ)種人才的培養(yǎng)。以配合舉辦2008年奧運(yùn)會(huì)為目標(biāo)，以外語(yǔ)院校小語(yǔ)種專(zhuān)業(yè)人才培養(yǎng)為基礎(chǔ)，逐步建立小語(yǔ)種人才庫(kù)。 三、以窗口部門(mén)和服務(wù)行業(yè)為重點(diǎn)，全面提高語(yǔ)言服務(wù)水平 政府公務(wù)員要帶頭學(xué)習(xí)和應(yīng)用外語(yǔ)，促進(jìn)外語(yǔ)在政府公務(wù)活動(dòng)中的普及。以公安、交通、旅游和商業(yè)等四個(gè)行業(yè)和部門(mén)為重點(diǎn)，帶動(dòng)全市窗口部門(mén)和服務(wù)行業(yè)外語(yǔ)水平的全面提高。各部門(mén)要制定行業(yè)英語(yǔ)服務(wù)無(wú)障礙標(biāo)準(zhǔn)、外語(yǔ)培訓(xùn)計(jì)劃和考核體系，建立行業(yè)外語(yǔ)人才庫(kù)，鼓勵(lì)編輯行業(yè)外語(yǔ)規(guī)范用語(yǔ)叢書(shū)，開(kāi)展行業(yè)內(nèi)外語(yǔ)比賽和學(xué)習(xí)交流活動(dòng)，采取分層培訓(xùn)、重點(diǎn)提高的方式，將外語(yǔ)水平與上崗條件和獎(jiǎng)勵(lì)措施等掛鉤，加強(qiáng)國(guó)際交往

10、知識(shí)的培訓(xùn)，逐步提高行業(yè)從業(yè)人員對(duì)外服務(wù)水平。 公務(wù)員。用三年時(shí)間使北京市的公務(wù)員初步掌握常用的生活英語(yǔ)口語(yǔ)和簡(jiǎn)單的公務(wù)英語(yǔ)。一般公務(wù)員要求通過(guò)學(xué)習(xí)掌握日常英語(yǔ)對(duì)話100句以上；具有大學(xué)本科以上學(xué)歷、40歲以下的公務(wù)員，要求掌握英語(yǔ)對(duì)話300句以上，可用英語(yǔ)進(jìn)行一般交流和從事簡(jiǎn)單的公務(wù)活動(dòng)；2008年前，選拔1000名有一定英語(yǔ)水平的公務(wù)員，進(jìn)行不少于三個(gè)月的強(qiáng)化培訓(xùn)，使其基本達(dá)到能進(jìn)行國(guó)際交流的水平。 公安。堅(jiān)持全員參訓(xùn)，明確任務(wù)，分層實(shí)施，統(tǒng)一標(biāo)準(zhǔn)，嚴(yán)格考核。開(kāi)拓多種渠道進(jìn)行人員培訓(xùn)，逐步建立外語(yǔ)人才庫(kù)，為完成2008年奧運(yùn)會(huì)各項(xiàng)安全保衛(wèi)任務(wù)提供智力和人才保障。具體目標(biāo)是：40歲以下民

11、警中，80%的人員應(yīng)通過(guò)國(guó)家或北京市英語(yǔ)口語(yǔ)初級(jí)考試，具備一定的聽(tīng)、說(shuō)能力。有6000名外語(yǔ)骨干要通過(guò)國(guó)家或北京市英語(yǔ)口語(yǔ)中級(jí)考試，具備一定的聽(tīng)、說(shuō)、讀、寫(xiě)能力。有300名英語(yǔ)尖子要通過(guò)國(guó)家或北京市英語(yǔ)口語(yǔ)高級(jí)考試，具有較高的聽(tīng)、說(shuō)、讀、寫(xiě)能力。200名其他語(yǔ)種人才分別通過(guò)法、俄、日、阿拉伯語(yǔ)等語(yǔ)種的高級(jí)水平考試，并能基本適應(yīng)涉外事件處置的口語(yǔ)翻譯需要。 交通。到2008年，全市8萬(wàn)在崗的出租汽車(chē)司機(jī)中60%通過(guò)《北京市出租汽車(chē)駕駛員英語(yǔ)培訓(xùn)教材》300句的考核，80%通過(guò)100句的考核；公交司乘人員將全線員工通過(guò)《公交乘務(wù)員應(yīng)知應(yīng)會(huì)100句》的考核；地鐵總公司80%的員工通過(guò)《客運(yùn)服務(wù)人員

12、英語(yǔ)300句》的考核。 旅游。全面實(shí)行“旅游飯店英語(yǔ)等級(jí)考試”，到2008年，五星級(jí)飯店持等級(jí)證書(shū)的員工占本單位應(yīng)持證員工總數(shù)的90%，四星級(jí)飯店達(dá)到80%，三星級(jí)飯店達(dá)到60%。對(duì)旅游飯店、餐館、旅游景點(diǎn)的規(guī)范用語(yǔ)和語(yǔ)言服務(wù)水平進(jìn)行評(píng)比。 商業(yè)。堅(jiān)持緊密聯(lián)系商業(yè)實(shí)際，突出行業(yè)特色，培養(yǎng)一批能夠提供外語(yǔ)服務(wù)的一線員工，提高商業(yè)職工綜合素質(zhì)，以《北京市商業(yè)服務(wù)業(yè)英語(yǔ)培訓(xùn)教程》為教材,積極推進(jìn)商業(yè)服務(wù)業(yè)英語(yǔ)等級(jí)證書(shū)考試，把商業(yè)服務(wù)業(yè)英語(yǔ)等級(jí)考核納入國(guó)家職業(yè)技能鑒定范圍，要求企業(yè)40歲以下的營(yíng)業(yè)員、餐廳服務(wù)員、前廳服務(wù)員、客房服務(wù)員、美容師、美發(fā)師、攝影師等一線員工60%通過(guò)考試。推動(dòng)商業(yè)職工講

13、外語(yǔ)活動(dòng)深入開(kāi)展，實(shí)現(xiàn)英語(yǔ)購(gòu)物無(wú)障礙。 四、營(yíng)造良好的語(yǔ)言氛圍，形成國(guó)際化語(yǔ)言文化環(huán)境 規(guī)范公共場(chǎng)所和設(shè)施雙語(yǔ)標(biāo)識(shí)和說(shuō)明，發(fā)揮媒體的宣傳教育作用，完善語(yǔ)言自助服務(wù)設(shè)施，規(guī)范外語(yǔ)服務(wù)市場(chǎng)，開(kāi)展豐富多彩的群眾性外語(yǔ)學(xué)習(xí)活動(dòng)，減少外國(guó)人在京生活的語(yǔ)言障礙，提高公眾的語(yǔ)言文化素質(zhì)，儲(chǔ)備多語(yǔ)種人才，提升北京的國(guó)際化程度。 （一）規(guī)范公共場(chǎng)所和設(shè)施雙語(yǔ)標(biāo)識(shí)和說(shuō)明 1、制定北京市標(biāo)識(shí)用語(yǔ)標(biāo)準(zhǔn)。借鑒國(guó)際通用標(biāo)準(zhǔn)，廣泛征求中外語(yǔ)言專(zhuān)家意見(jiàn)，編寫(xiě)雙語(yǔ)標(biāo)識(shí)用語(yǔ)手冊(cè)，規(guī)范公共場(chǎng)所和公共設(shè)施的用語(yǔ)。通過(guò)“首都之窗”、“市民講外語(yǔ)活動(dòng)”網(wǎng)站以及其他新聞媒體進(jìn)行公布，方便有關(guān)部門(mén)及普通市民查詢(xún)、學(xué)習(xí)和使用。

14、 2、逐步規(guī)范雙語(yǔ)標(biāo)識(shí)和說(shuō)明。發(fā)揮中外專(zhuān)家的作用，對(duì)各大旅游景區(qū)（點(diǎn)）、文化場(chǎng)館、商業(yè)設(shè)施、奧運(yùn)場(chǎng)館、交通干線、高速公路、街道、車(chē)站、地鐵和機(jī)場(chǎng)等在內(nèi)的公共場(chǎng)所和設(shè)施的圖形、文字路牌標(biāo)識(shí)和雙語(yǔ)說(shuō)明，根據(jù)國(guó)際通用標(biāo)準(zhǔn)，有步驟地進(jìn)行設(shè)立、修改和規(guī)范。設(shè)立雙語(yǔ)標(biāo)識(shí)監(jiān)督委員會(huì)，繼續(xù)開(kāi)通“英文標(biāo)識(shí)挑錯(cuò)”熱線電話，發(fā)揮群眾力量，對(duì)已設(shè)置的雙語(yǔ)標(biāo)識(shí)進(jìn)行糾錯(cuò)和監(jiān)督。 （二）加大媒體外語(yǔ)節(jié)目和外文報(bào)刊出版力度 1、開(kāi)播外語(yǔ)電視和廣播節(jié)目。編寫(xiě)市民“學(xué)外語(yǔ)”節(jié)目，與外語(yǔ)教育專(zhuān)家和外語(yǔ)培訓(xùn)機(jī)構(gòu)協(xié)作錄制外語(yǔ)教學(xué)節(jié)目，在北京電視臺(tái)、北京人民廣播電臺(tái)籌建、開(kāi)播外語(yǔ)頻道，逐步在其他頻道增加雙語(yǔ)內(nèi)容，為市民學(xué)習(xí)外語(yǔ)和了解

15、外國(guó)文化服務(wù)。鼓勵(lì)各區(qū)縣電視臺(tái)、電臺(tái)增加外語(yǔ)教學(xué)節(jié)目的播出頻率。 2、出版發(fā)行外語(yǔ)書(shū)籍報(bào)刊。組織各類(lèi)院校和出版機(jī)構(gòu)編寫(xiě)、更新一批面向市民和不同行業(yè)人群的教材和音像制品，出版適應(yīng)國(guó)際化人才需要的專(zhuān)題雙語(yǔ)出版物，加大外語(yǔ)學(xué)習(xí)書(shū)籍和報(bào)刊的出版量和發(fā)行量。增加雙語(yǔ)對(duì)照的漢語(yǔ)日常用語(yǔ)手冊(cè)發(fā)行量，供來(lái)京外國(guó)人學(xué)習(xí)漢語(yǔ)。在主要報(bào)刊開(kāi)辦外語(yǔ)欄目，開(kāi)辦促進(jìn)市民學(xué)外語(yǔ)、反映北京市情的外語(yǔ)報(bào)紙，擴(kuò)大外語(yǔ)報(bào)紙的發(fā)行量和覆蓋率。 （三）構(gòu)建完善的外語(yǔ)咨詢(xún)服務(wù)系統(tǒng) 1、設(shè)立雙語(yǔ)咨詢(xún)電子服務(wù)系統(tǒng)。在市級(jí)綜合服務(wù)中心、涉外管理部門(mén)和服務(wù)單位設(shè)立多語(yǔ)言服務(wù)的熱線、中英雙語(yǔ)信息導(dǎo)航系統(tǒng)和查詢(xún)電話，為來(lái)京外國(guó)人的工作和生活提

16、供便利的咨詢(xún)服務(wù)，聽(tīng)取并收集外國(guó)人對(duì)北京建設(shè)現(xiàn)代化國(guó)際大都市的建議和意見(jiàn)。 2、完善雙語(yǔ)生活旅游網(wǎng)。在現(xiàn)有旅游服務(wù)網(wǎng)站的基礎(chǔ)上，開(kāi)設(shè)雙語(yǔ)服務(wù)頻道，為廣大游客了解北京提供服務(wù)周全的門(mén)戶(hù)網(wǎng)站，提供信息查詢(xún)服務(wù)，方便北京市民和在京外國(guó)人、中外游客的購(gòu)物、娛樂(lè)、餐飲、休閑和旅游。 3、建設(shè)北京旅游咨詢(xún)服務(wù)中心網(wǎng)點(diǎn)。參照國(guó)際旅游業(yè)發(fā)達(dá)城市的成功經(jīng)驗(yàn)，在目前20家旅游咨詢(xún)服務(wù)中心的基礎(chǔ)上，在各大公園、旅游景點(diǎn)、博物館、展覽館、賓館飯店、機(jī)場(chǎng)和車(chē)站等游客較多的站點(diǎn)增設(shè)更多的咨詢(xún)中心，提供免費(fèi)雙語(yǔ)咨詢(xún)服務(wù)，有條件的站點(diǎn)可以提供多語(yǔ)種服務(wù)，滿(mǎn)足國(guó)內(nèi)外游客多樣化需求。咨詢(xún)中心可提供包括導(dǎo)游手冊(cè)、景點(diǎn)介紹、地圖

17、、時(shí)刻表等在內(nèi)的多語(yǔ)種印刷品和宣傳中華文明的書(shū)籍刊物。 4、設(shè)立出租行業(yè)雙語(yǔ)熱線。在出租車(chē)上安裝熱線翻譯電話，提供多種語(yǔ)言服務(wù)，提高出租車(chē)行業(yè)的外語(yǔ)服務(wù)水平，解決外國(guó)人的出行問(wèn)題。 （四）規(guī)范外語(yǔ)服務(wù)市場(chǎng) 1、規(guī)范外語(yǔ)出版物用語(yǔ)。出版外語(yǔ)讀物要嚴(yán)格執(zhí)行語(yǔ)言審查把關(guān)制度，實(shí)行責(zé)任編輯負(fù)責(zé)制，從根本上規(guī)范外語(yǔ)出版物用語(yǔ)，保證出版物質(zhì)量。 2、規(guī)范網(wǎng)站雙語(yǔ)內(nèi)容。制定有關(guān)語(yǔ)言標(biāo)準(zhǔn)，要求各出版發(fā)行、窗口行業(yè)和大型企事業(yè)單位的外文版雙語(yǔ)網(wǎng)頁(yè)進(jìn)行比照，從語(yǔ)言上進(jìn)行規(guī)范。規(guī)范“首都之窗”政務(wù)公開(kāi)雙語(yǔ)內(nèi)容，在各委辦局、區(qū)縣網(wǎng)站設(shè)立英文網(wǎng)頁(yè)，增設(shè)雙語(yǔ)內(nèi)容。 3、規(guī)范外語(yǔ)服務(wù)市場(chǎng)。積極促進(jìn)翻譯協(xié)會(huì)和外語(yǔ)培

18、訓(xùn)機(jī)構(gòu)協(xié)會(huì)等中介組織的建立，通過(guò)行業(yè)自律，規(guī)范翻譯公司和社會(huì)外語(yǔ)培訓(xùn)市場(chǎng)。 （五）開(kāi)展豐富多彩的講外語(yǔ)活動(dòng) 1、有計(jì)劃地進(jìn)行系列中外語(yǔ)言專(zhuān)家公益外語(yǔ)講座。按照“精心組織，增加語(yǔ)種，豐富內(nèi)容，形成品牌”的原則，繼續(xù)辦好“系列公益講座”等活動(dòng)，到2008年形成一批精品。 2、開(kāi)展講外語(yǔ)系列競(jìng)賽活動(dòng)。定期舉辦市民生活英語(yǔ)電視大賽、中學(xué)生英語(yǔ)演講比賽、商務(wù)英語(yǔ)電視大賽、中國(guó)人唱外國(guó)歌電視大賽、行業(yè)英語(yǔ)電視大賽、少兒英語(yǔ)比賽等系列比賽活動(dòng)。在現(xiàn)有比賽的基礎(chǔ)上，開(kāi)拓新比賽，引入新的競(jìng)賽形式和其他語(yǔ)種的競(jìng)賽，使比賽形式更活潑、內(nèi)容更豐富。各區(qū)縣、行業(yè)要根據(jù)本地區(qū)、本行業(yè)特點(diǎn)，舉辦多種形式的外語(yǔ)競(jìng)賽活動(dòng)

19、。 3、開(kāi)展喜聞樂(lè)見(jiàn)的趣味外語(yǔ)普及活動(dòng)。堅(jiān)持每年舉辦“五月外語(yǔ)周”和“十月外語(yǔ)游園會(huì)”，加大群眾參與度，辦成講外語(yǔ)活動(dòng)的精品節(jié)目。各區(qū)縣可利用游園會(huì)、廟會(huì)等多種渠道，開(kāi)展外國(guó)語(yǔ)言文化教育和普及活動(dòng)。鼓勵(lì)有條件的社區(qū)、街道開(kāi)設(shè)外語(yǔ)角、外語(yǔ)茶座。 4、進(jìn)行外語(yǔ)水平測(cè)試。與國(guó)內(nèi)外權(quán)威外語(yǔ)測(cè)試機(jī)構(gòu)合作，制定針對(duì)普通市民外語(yǔ)水平測(cè)試的統(tǒng)一標(biāo)準(zhǔn)，鼓勵(lì)廣大市民積極參與，對(duì)自身外語(yǔ)水平進(jìn)行測(cè)試，不斷提高語(yǔ)言應(yīng)用水平。 五、發(fā)揮社會(huì)各界積極性，組建一支機(jī)動(dòng)能干的志愿者隊(duì)伍 通過(guò)公開(kāi)招募、自愿報(bào)名、合理使用的方式，組織立志于社會(huì)公益事業(yè)、具備外語(yǔ)技能的中外青年和社會(huì)各界人士，開(kāi)展形式多樣的志愿服務(wù)活動(dòng)

20、。 1、組建“市民講外語(yǔ)志愿者”隊(duì)伍。2003年，以大專(zhuān)院校為主，向社會(huì)公開(kāi)招募志愿者。建立志愿者資料庫(kù)，使基本隊(duì)伍相對(duì)穩(wěn)定，儲(chǔ)備一定規(guī)模的外語(yǔ)人才，為舉辦2008年奧運(yùn)會(huì)和大型國(guó)際交流活動(dòng)做好準(zhǔn)備。 2、服務(wù)市民外語(yǔ)普及活動(dòng)。組織志愿者隊(duì)伍深入社區(qū)、街道、窗口行業(yè)和機(jī)關(guān)，開(kāi)展形式多樣的英語(yǔ)教學(xué)活動(dòng)，鞏固市民講外語(yǔ)活動(dòng)的初步成果，進(jìn)一步提高普通市民、窗口行業(yè)從業(yè)人員和機(jī)關(guān)干部學(xué)習(xí)外語(yǔ)的積極性、外語(yǔ)水平和國(guó)際交往意識(shí)。 3、參與各類(lèi)大型國(guó)際活動(dòng)。在每年舉辦的“中國(guó)北京科技產(chǎn)業(yè)博覽會(huì)”和“北京國(guó)際旅游文化節(jié)”等大型活動(dòng)中，充分發(fā)揮志愿者的作用，增強(qiáng)國(guó)際化服務(wù)能力，使志愿者隊(duì)伍得到實(shí)際鍛煉。

21、 4、加強(qiáng)志愿者培訓(xùn)。通過(guò)集中授課、社會(huì)實(shí)踐等方式，使志愿者深入了解國(guó)際交往禮儀，大部分國(guó)家的風(fēng)土人情、飲食習(xí)慣、宗教、文化等方面的知識(shí)，提高志愿者綜合素質(zhì)。舉辦專(zhuān)題國(guó)際研討會(huì)、組織專(zhuān)門(mén)團(tuán)組觀摩2004年雅典奧運(yùn)會(huì)等多種活動(dòng)，開(kāi)展志愿者國(guó)際交流，建設(shè)一支符合國(guó)際標(biāo)準(zhǔn)，國(guó)內(nèi)一流的志愿者隊(duì)伍。 六、加強(qiáng)領(lǐng)導(dǎo)和宣傳力度，保障市民講外語(yǔ)活動(dòng)的順利實(shí)施 市民講外語(yǔ)活動(dòng)是市政府所作的涉及全市每一位市民的實(shí)事，是涉及全市各行業(yè)、各部門(mén)事關(guān)北京發(fā)展全局的重要工作，也是一項(xiàng)需要長(zhǎng)期堅(jiān)持不懈努力才能完成的艱苦任務(wù)。要加強(qiáng)領(lǐng)導(dǎo)，擴(kuò)大宣傳，將市民講外語(yǔ)活動(dòng)引向深入，取得實(shí)效。 （一）加強(qiáng)領(lǐng)導(dǎo)和

22、協(xié)調(diào) 充實(shí)和完善市民講外語(yǔ)活動(dòng)組委會(huì)的各項(xiàng)職能，形成統(tǒng)籌規(guī)劃、督促檢查、監(jiān)督實(shí)施、協(xié)調(diào)各方的有效工作機(jī)制。各區(qū)縣、委辦局和窗口行業(yè)的主管部門(mén)要通力協(xié)作，加強(qiáng)對(duì)本地區(qū)、本單位、本行業(yè)講外語(yǔ)活動(dòng)工作的領(lǐng)導(dǎo)，根據(jù)規(guī)劃安排，結(jié)合實(shí)際情況，制定切實(shí)可行的計(jì)劃，并認(rèn)真組織實(shí)施。充分發(fā)揮市民講外語(yǔ)專(zhuān)家顧問(wèn)團(tuán)作用，為推進(jìn)北京外語(yǔ)環(huán)境改善起到重要的決策咨詢(xún)作用。發(fā)揮街道和社區(qū)的作用，在街道和社區(qū)積極舉辦群眾所喜歡的各種類(lèi)型的培訓(xùn)班和活動(dòng)，使市民講外語(yǔ)活動(dòng)深入到每一個(gè)行業(yè)、每一個(gè)社區(qū)、每一位居民。 （二）建立交流、檢查和獎(jiǎng)勵(lì)制度 組委會(huì)要定期組織開(kāi)展不同地區(qū)、行業(yè)和單位之間的經(jīng)驗(yàn)交流

23、活動(dòng)，鼓勵(lì)相互學(xué)習(xí)，取長(zhǎng)補(bǔ)短。建立檢查獎(jiǎng)勵(lì)制度，每半年對(duì)各區(qū)縣、各部門(mén)工作的進(jìn)展情況進(jìn)行一次檢查，年底進(jìn)行評(píng)比，對(duì)創(chuàng)建優(yōu)秀外語(yǔ)服務(wù)品牌的單位、行業(yè)和個(gè)人給予獎(jiǎng)勵(lì)，對(duì)開(kāi)展活動(dòng)突出的優(yōu)秀單位、行業(yè)和個(gè)人實(shí)行掛牌發(fā)證。對(duì)沒(méi)有按計(jì)劃完成任務(wù)的部門(mén)和單位進(jìn)行通報(bào)批評(píng)。 （三）加大宣傳力度 組委會(huì)要定期舉辦新聞發(fā)布會(huì)，介紹進(jìn)展情況和工作安排，使中外媒體和廣大市民及時(shí)關(guān)注、了解并積極參與各項(xiàng)活動(dòng)。辦好“市民講外語(yǔ)活動(dòng)網(wǎng)”，完善“市民講外語(yǔ)活動(dòng)熱線”，加強(qiáng)市民與組委會(huì)之間的溝通。創(chuàng)辦《市民講外語(yǔ)》期刊，搞好普及，展示成果，交流經(jīng)驗(yàn)，促進(jìn)市民講外語(yǔ)活動(dòng)的逐步深入。充分發(fā)揮廣播、電視、報(bào)紙、網(wǎng)

24、站等新聞媒體的宣傳作用，對(duì)市民講外語(yǔ)活動(dòng)進(jìn)行廣泛地宣傳報(bào)道，形成良好的輿論氛圍，引導(dǎo)市民自發(fā)地投入到講外語(yǔ)的活動(dòng)中來(lái)，擴(kuò)大市民的參與度。 本《規(guī)劃》是北京市民講外語(yǔ)活動(dòng)的指導(dǎo)性文件，各區(qū)縣、各有關(guān)部門(mén)要根據(jù)自身職責(zé)，對(duì)所負(fù)責(zé)領(lǐng)域的工作，制訂有針對(duì)性的具體實(shí)施方案，認(rèn)真落實(shí)，保證《規(guī)劃》的順利實(shí)施。 北京市民講外語(yǔ)活動(dòng)組委會(huì) 二○○三年五月二十七日 Plan of Action for the Beijing Speaks Foreign Languages Program (2003-2008) Introduction At the beg

25、inning of 2000, in order to overcome language barriers and promote international exchanges, the Beijing Municipal Government organized a series of “practical, interesting and popular” foreign languages activities. Such activities greatly encouraged the citizens to learn and speak a foreign language

26、and were reported extensively in the domestic and foreign media, contributing also the successful bid for 2008 Olympics and the holding of the 21st Universiade Games. With China’s entry to the WTO and the coming 2008 Olympics in Beijing, the Beijing Speaks Foreign Languages Program received great

27、 attention from the Beijing Municipal Committee of the CPC and the Beijing Municipal Government. Therefore, the Beijing Speaks Foreign Languages Program Organizing Committee was officially established in 2002. The program is listed among top priority tasks of the Beijing Municipal Government. Our ef

28、forts in that endeavor over the past few years have made encouraging achievements: the completion of bilingual signs in the subway; standardization of bilingual signs in the Forbidden City, Summer Palace and other major tourist attractions; the number of Beijing permanent residents with foreign lang

29、uages proficiency has reached 3,120,000. Today, China has entered a new stage of building a well-off society in an all-around way and speeding up its socialist modernization drive. Beijing, as the capital, should take the lead to realize modernization ahead of other parts of the country and put t

30、he strategic concept of “New Beijing, Great Olympics” into reality. As Beijing accelerates its opening-up to the outside world, more emphasis will be put on improving the city’s functions as an international metropolitan and optimizing the environment for development, thus putting higher requirement

31、 on the cultural and human environment of the city. In this context, the Beijing Speaks Foreign Language Program is a full manifestation of Beijing’s comprehensive efforts to build a modernized metropolitan. The Program will also play a critical role in helping raise the foreign language level of B

32、eijing citizens in general, improve the cosmopolitan environment of the city, elevate Beijing’s image in the international community and optimize Beijing’s development environment. It is safe to say that the Program is a key task in the overall development of Beijing. Therefore, we draw up Beijing S

33、peaks Foreign Languages Program Guideline to guide our foreign language enhancement activities in the next five years. Ⅰ Guidelines, Objectives and Steps Guidelines For the next five years, the guidelines of the Beijing Speaks Foreign Language Program are: l Implement the important thought

34、s of "Three Represents" and the strategy of "developing China with Science and Technology" l Aim at improving Beijing’s functions as an international cosmopolitan l Create a good environment for learning foreign languages l Take school education as basis for the program l Focus on "window indus

35、try" (*Service industry) l Increase foreign language proficiency of the citizens l Make good planning with focus, combine experts with masses, integrate resources and act in a step by step manner l Lay a solid foundation for Beijing to realize the strategic plan of “New Beijing, Great Olympics”

36、, host a unique Olympic Games with high quality lay a good foundation to build a modernized Beijing Overall Objectives Following the "New Three Steps" strategy, taking into account the functions of Beijing and aimed at Human Olympic Games, we have set the following objectives for the period from

37、2003 through 2008: ●5 million citizens can communicate in foreign languages, accounting for 35% of the total permanent residents ● Install and standardize bilingual signs in all public places ● Ensure that there is basically no language barrier in "Window Industries" in key areas ● Systematic

38、 foreign language service facilities ●A regular and institution-based volunteer team for foreign languages service ● Create a good language environment for the success of 2008 Olympic Games and promote the international exchange function of Beijing By 2020, the overall foreign language proficie

39、ncy and comprehensive quality of the citizens in general shall be significantly improved. A first-class human environment will be built for foreigners for their work, study and stay. Steps To obtain the above objectives, we will implement the following 3 steps: First, in 2003, the priority wil

40、l be given to the organizational and system construction of the Beijing Speaks Foreign Languages Program so as to form a mature working procedure. More citizens will be involved in foreign language learning; bilingual and multilingual teaching pilot projects will be extended; Foreign language use in

41、 governmental agencies and service industry will be gradually standardized; the bilingual signs in major cultural venues, neighborhoods and Class-A tourist attractions will be standardized step by step; information centers will be set up at major neighborhoods to serve domestic and international tou

42、rists; a team of foreign language service volunteer will be preliminarily formed. Second, from2003 through 2006, the priority will be given to more intensive study and application of foreign languages by Beijing citizens; bilingual teaching will be introduced to well-positioned schools; “window i

43、ndustry” and service industry can basically provide service in foreign languages; basically ensure standardization of bilingual signs in major service and cultural venues, neighborhoods and tourist attractions; information centers with a fairly wide range of information sources will be established;

44、foreign language service volunteers forces will be expanded, and eliminate the language barrier for foreigners in Beijing. Thirdly, by 2008, a foreign language proficiency test will be introduced in the city; Beijing Speaks Foreign Languages Program will be institution-based; bilingual signs in

45、entertainment venues, major neighborhoods and tourist destinations across the city will be standardized; the establishment of information centers will be expanded in an all-around way; foreign languages TV stations, radio stations and newspapers under the jurisdiction of the Beijing Municipality wil

46、l begin operation or circulation. There will be enhanced training of the team of language service volunteers to ensure the success of the 2008 Olympic Games. II Attach equal importance to school education and social education and increase the number and quality of people with foreign-language pr

47、oficiency School education provides the basis for the program. Therefore teaching faculties will be strengthened. Social education complements the former and various forms of language training and teaching will be conducted to enhance the comprehensive level of language of Beijing citizens. Sch

Improve the teaching pedagogy Draw on experience of other countries; research and adopt better foreign language teaching pedagogy and testing systems; actively experiment with bilingual and multilingual teaching reform, gradually introduce a consistent foreign language teaching fr

49、om elementary school to university; focus on improving foreign language skills; establish a foreign language teaching system adaptive to the characters of Beijing as a modern international metropolitan. 2. A quality teaching force for foreign languages Formulate a plan for building a team of for

50、eign languages teachers by using both our own strength and that of other countries. Strengthen training for foreign language teachers in middle and elementary schools; upgrade teaching methods and competence. Create favorable conditions to attract qualified foreign teachers to our undertaking. 3.

51、 Enrich the content of foreign languages teaching More information about Chinese tradition and culture as well as social customs of foreign countries will be put into curriculum so as to give the students a keener sense of the actual conditions and customs of motherland, make them more open-minded

52、with international perspective; increase the comprehensive quality of students. Social Education 1. Carry out social foreign language training in various forms Make full use of Beijing’s academic and economic advantages, commercial training institutions and translation services; actively cooper

53、ate with overseas training institutions, phase in training for top translation talents. Training forms for the general public may be diversified and adapt to local conditions by encouraging business, social and educational resources to carry out mass activities on the basis of “government promotion

54、, business participation and benefit for all”. 2. Cultivate high quality multi-discipline talents Open up channels for them to advance studies abroad. Focus on cultivating government officials and business leaders who can communicate with foreign experts and professional institutions. 3. In

55、crease the citizen’s skill of communication in foreign languages The priority in training will be given to enhancing their daily language skills. 4. Strengthen cultivation and training of non-UN language users Take the non-UN language college students as a base and prepare for the Olympic gam

56、es of 2008, gradually establish a non-UN language talent database. III Take window industries as top priorities to improve language services in general Civil servants should be first to learn and use foreign languages to popularize foreign language use in official activities. Priority will be g

57、iven to 4 sectors including public security, transport, tourism and commerce, with a view to the overall enhancement of foreign language proficiency in all window and service industries. Each sector will set a criterion for barrier-free foreign language services and a system of foreign languages tra

58、ining and evaluation, build a foreign language talent database, encourage publication of handbooks for foreign language use, conduct foreign language contests and share experience, link foreign language proficiency with job requirements and pay incentives, strengthen training for knowledge in intern

59、ational exchanges and gradually improve services in foreign languages. Civil Servants Civil servants in Beijing will basically learn high-frequency oral English and basic business English within 3 years. Civil servants in general are required to be able to use at least 100 sentences for daily c

60、onversation after training, those at 40 or below with bachelor’s degree or above need to learn more than 300 sentences for English conversation and can use English for normal exchanges and official activities. By the year 2008, 1,000 civil servants with certain English proficiency will be selected f

61、or a 3-month intensive training so that they can communicate well in English in international exchanges. Public Security All Public Security members should join foreign language training and be evaluated by the same criterion. In order to provide intellectual support for the security task in th

62、e 2008 Olympic Games, various training channels should be found and a foreign languages-speaking staff database should be gradually set up. The aims are: 80% police officers under 40 years old should pass the basic oral English test of Beijing Municipal Government and acquire a certain ability of li

63、stening and speaking; 6,000 police officers should pass the intermediate oral English test and acquire a certain ability of listening, speaking, reading and writing; 300 top police officers should pass the advanced oral English test and acquire a high level ability of listening, speaking, reading an

64、d writing; 200 police officers should pass the advanced language test for French, Russia, Japanese, Arabic and other foreign languages and can basically meet the needs for language interpretation in handling related foreign affairs. Transportation By 2008, 60% taxi drivers of the total 80,000 sh

65、ould have passed the 300-sentence exam of The English Training Textbook for Beijing Taxi Drivers. 60% of them should pass the 100-sentence exam. All public transport workers should pass the exam of 100 Basic English Sentences for Public Transport Staff. 80% of Beijing Metro Company should pass the e

66、xam of 300-English Sentences for Passengers Service Staff. Tourism English Graded Examination for Tourism Hotels should be fully carried out. By 2008, 90% of total staff number in every five-star hotel should have acquired graded certificates, 80% and 60% in four-star hotels and three-star hotels respectively. Standardized use and services in foreign language in tourism hotels, restaurants and tourism spots will be evaluated. Commerce We will integrate the unique characteristics of the
